California College Promise Grant (CCPG)

Need help paying your enrollment fees?

The California College Promise Grant (CCPG), formerly known as the Board of Governors' Fee Waiver (BOGFW), is a state funded program which is available to California residents* who meet the specific income eligibility requirements. To apply for the CCPG, please complete the FAFSA if you are a U.S Citizen or an eligible non-citizen. If you do not meet the citizenship qualification but meet the AB540 residency standards, please complete the California Dream Act Application. These are quickest ways to apply and receive this funding. Students may also apply using a paper CCPG application. If you are unable to submit an application this way, you may complete a paper application (see below). Victor Valley College will use the results to determine eligibility for the CCPG and will automatically award those students who are eligible and who have registered for classes.

The program waives only the $46/unit Enrollment Fee. Students are responsible for paying any fees not covered by the award at the time of registration to avoid any issues with course registration. Student Health fees, Student Center fees and parking fees may be reduced or waived under qualifying CCPG standards (see "Types of CA College Promise Grants", below). CCPG does not cover books, supply fees, material fees, or any additional college fees.  The CCPG will be awarded for the entire academic year which includes the (Summer, Fall and Spring) semesters.  CCPG is applied directly to your student account to waive enrollment fees. The student does not receive any money for a fee waiver.

*Applicants must be a California Resident, AB540, or qualify for a military exception as determined by the Admissions and Records office.

CCPG applications can be printed, completed, and submitted in person to the Financial Aid Office (Please make sure to bring Photo ID). Applications may also be submitted thru your WebAdvisor under 2022-2023 Financial Aid Document Upload. Please allow up to 10 business days once the school receives your FAFSA record, or upon submitting the paper application. Please check WebAdvisor,, under Financial Aid, then Self-Service, then view Offer Letter, to see your awards. If your CCPG application is not approved or you do not meet the CCPG requirements, you will not be awarded any CCPG funds.

SPECIAL CLASSIFICATIONS ENROLLMENT FEE WAIVERS

Students under any of these classifications are exempt from enrollment fees. Documentation and CCPG application may need to be provided.

  • Certification from the CA Department of Veterans Affairs that you are eligible for a dependent's fee waiver
  • Certification from the National Guard Adjutant General that you are eligible for a dependent's fee waiver
  • Eligible as a recipient of the Congressional Medal of Honor or as a child of a recipient
  • Eligible as a dependent of a victim of the September 11, 2001, terrorist attack
  • Eligible as a dependent of a deceased law enforcement/fire suppression personnel killed in the line of duty
